Review rules

1. Use current Java Runtime capability discovery, interface schemas, source evidence, and focused validation as the factual baseline.
2. Mark implemented but not externally stabilized behavior as “currently available/candidate”, not automatically as GA.
3. Do not describe internal APIs, partial implementations, incomplete authorization closure, remote datasources, or experimental integrations as unconditional capabilities.
4. Only after product, architecture, and release owners confirm the scope may this directory become a frozen version, with bilingual parity, a compatibility matrix, and release evidence completed.

The existing v1.0 and v2.0 freeze rules remain in effect until confirmation. This draft does not modify them.
